Manitoba Provincial Nominee Program

Manitoba is known for its rich cultural history and is the first province to launch Provincial Nominee Program (PNP) in Canada. Skilled Worker in Manitoba Stream

Skilled Worker in Manitoba Stream is a program for Temporary Foreign Workers and International Student Graduates who are currently working in Manitoba and have a valid job offer from a Canadian employer.

Skilled Worker in Manitoba Stream provides 2 pathways:

  • Manitoba Work Experience Pathway: This pathway is suitable for the applicants that are working in Manitoba with a work authorization i.e., work permit, which includes temporary foreign workers and international graduates (PGWP holders).
  • Employer Direct Recruitment Pathway: This pathway is for the applicants residing outside Canada. To be eligible to apply, applicant is interviewed by a representative of MPNP and their employer in Manitoba. Interviews are carried outside Canada.

Applicant needs to meet the following minimum requirements to be eligible to apply under this program:

  • Applicants should be either temporary foreign worker or an international student graduate, holding a valid Work Permit or Post-Graduation Work Permit
  • Minimum language proficiency requirement
  • At least 06 months of work experience in their current occupation
  • Have a permanent, full-time job offer from their current Manitoba employer
  • All qualifications required to perform the job duties including training, license, or certification
  • Evidence of connection to Manitoba; usually employment is considered as a stronger tie
  • Provide Settlement Plan with the application to demonstrate the intention and ability to reside and work in Manitoba as a permanent resident
  • Proof of funds (CAD $10,000 for the main applicant and CAD $2,000 for each dependent in the application)
  • Applicant employer should have their business registered and operating for at least three years
  • Conditions must be consistent with Canadians or permanent residents.

Applicants are required to submit their Expression of Interest (EOI), the highest scoring applicants will receive an invite from Manitoba government to submit their MPNP application.

Skilled Worker Overseas Stream

There are 2 pathways under this program:

  • Manitoba Express Entry Pathway: This pathway is suitable for applicants who have an active profile in Express Entry and are eligible under another MPNP Program. They should have experience in an occupation listed under Manitoba’s In-demand Occupations list.
  • Human Capital Pathway: This pathway is for foreign skilled workers who have experience in an occupation listed under Manitoba’s In-demand Occupations list.

Applicant needs to meet the following minimum requirements to be eligible to apply under this program:

  • Minimum 18 years old
  • At least score of 60 out of 100 on the points assessment grid
  • A connection to Manitoba which can be:
    • Support of friends or family living in Manitoba
    • Previous work experience or education in Manitoba
    • Received Invitation to apply from MPNP
  • Minimum 6 months of work experience in an In-Demand occupation
  • A complete Career Plan

Manitoba Business Investor Stream

There are 2 pathways under this program:

Farm Investor Pathway

Applicants with an experience in farm business who wish to establish or operate a farm in Manitoba. The type of operation and investments must be relevant to the farm industry in Manitoba and provincial statistics.

Applicant needs to meet the following minimum requirements to be eligible to apply under this program:

  • Minimum of 3 years of experience in managing or operating farm business
  • Proficient in English or French
  • Minimum investment of CAD 300,000
  • Intend to establish business in farming in the rural parts of Manitoba
  • Have a farm business plan/proposal
  • Conduct a farm business research visit
  • Reside in the farm and engage in the activities related to management of the farm
  • Have a net worth of at least CAD 500, 000

Entrepreneur Pathway

Applicants who wish to establish a new business or invest in an existing business are eligible to move to Manitoba. This program is linked with the province’s Express of Interest (EOI) pool.

Applicant needs to meet the following minimum requirements to be eligible to apply under this program:

  • Minimum of 3 years of experience as an active business owner, or 5 years of experience in the position of senior management in a successful business
  • Minimum language requirement of CLB 5
  • Minimum education requirement which is equivalent to Canadian high school certificate
  • Intend to invest CAD $250,000, if the business is in the Manitoba Capital Region (Winnipeg area), or CAD $150,000 if the business is outside the Manitoba Capital Region
  • The proposed/active business must create at least one job for a Canadian citizen or a permanent resident in Manitoba
  • Have a business plan/proposal
  • Conduct a Business Research Visit at least one year before submitting an EOI
  • Must sign a Business Performance Agreement after the MPNP is approved
  • Have a net worth of at least CAD $500,000

International Education Stream

International Education Stream is the fastest pathway for immigration, for Manitoba graduates who meet the needs of the industry/labour market.

There are 3 categories under this program:

Career Employment Pathway

This category focuses only on the post-secondary international graduates with long term employment in Manitoba in an In-demand Occupations list which is related to their field of study and training.

Applicant needs to meet the following minimum requirements to be eligible to apply under this program:

  • At least studied 1 year, 2 semesters or a full-time coursework from a Post Secondary Institution in Manitoba in the past three years
  • Minimum language requirement of CLB 7
  • Minimum 1-year of contract and a full-time job offer from In Demand Occupation list, from an eligible employer in Manitoba
  • Provide proof of enough funds for a six-month period or be employed in a full-time long-term position in Manitoba
  • Must be residing in Manitoba at the time of application

Graduate Internship Pathway

This category is for international master and doctoral graduates who have successfully completed their Accelerate or Elevate internship with Mitacs. Mitacs is an organization which is partner with the Manitoba Government that provides internships to international graduates. With an internship in Mitacs in Manitoba, applicants can immediately apply for their MPNP with or without having a job offer.

Applicant needs to meet the following minimum requirements to be eligible to apply under this program:

  • Successful completion of master’s or doctoral degree from Manitoba in the past three years
  • Minimum language requirement of CLB 7
  • Completed internship from Mitacs within an eligible industry and research enterprise in Manitoba
  • Provide proof of enough funds for a six-month period or be employed in a full-time long-term position in Manitoba
  • Must be residing in Manitoba at the time of application

International Student Entrepreneur Pathway

This category provides an opportunity to 20 Manitoba graduates each year to  establish or start up business in Manitoba. They are required to meet the conditions of their Business Performance Agreement. On meeting these conditions, they are nominated for their Permanent Residence.

Applicant needs to meet the following minimum requirements to be eligible to apply under this program:

  • Submit a business plan
  • Minimum 06 months of full-time experience in operating a business in Manitoba
  • At least have 51% of the ownership of business
  • Minimum language requirement of CLB 7
  • Minimum completion of 2 year of full-time post-secondary education program in Manitoba
  • Age group between 21 and 35 years old
  • Provide proof of enough funds for a six-month period
  • Hold a valid Post-Graduation Work Permit (PGWP)
  • Should have reside since graduation and intend to continue reside in Manitoba
  • Sign a Business Performance Agreement once application is approved.
