New Permanent Pilot Caregiver Program-PR On Arrival

As the Home Child Care Provider Pilot and the Home Support Worker Pilot closed, Marc Miller, Minister of Immigration, Refugees and Citizenship, has announced the launch of new, enhanced caregiver pilot programs. These new initiatives will continue to allow caregivers to come to Canada, moving towards the goal of making caregiver pilot programs permanent.

The new pilot programs offer significant improvements for home care workers, including the provision of permanent residence (PR) upon arrival in Canada. Additionally, caregivers will be permitted to work for organizations that provide temporary or part-time care for individuals who are semi-independent or recovering from an injury or illness. This new pathway facilitates easier access to reliable employment and straightforward access to permanent resident status upon arrival in Canada.

Eligibility Criteria

To be eligible for the new pilot programs, candidates must meet the following criteria:

  • Language Proficiency: Achieve a minimum of level 4 based on the Canadian Language Benchmarks (CLB).
  • Education: Hold the equivalent of a Canadian high school diploma.
  • Work Experience: Have recent and relevant work experience in the home care sector.
  • Job Offer: Receive an offer for a full-time home care job.

New Caregiver Program Processing Time:

According to the IRCC, there is a standard 12-month processing time for work permits. Permanent residence applications may take up to 6 months to process if the applicant has sufficient work experience.
