Yes. When you receive a provincial nomination and subsequently apply for permanent residence through Express Entry, you can include your spouse or common-law partner and your dependent children on your application. They will receive permanent resident status alongside you. 

As a Canadian permanent resident, the Charter of Rights and Freedoms guarantees your right to live and work anywhere in Canada. However, when you apply through a PNP, you sign a declaration stating your genuine intent to settle in that province. If IRCC believes you never intended to live there and only used the PNP to get PR, they can revoke your status for misrepresentation. It is highly recommended to settle and establish ties in the nominating province.
